According to Fly in the BKRM page the maps for the 1 on 1's will be chosen by both players; in the event that they cannot agree on a map (from Q3Tourney2, Q3Tourney4, Q3DM6 and Q3DM13) after 5 minutes, the default map to be played on will be Q3DM6.
After some checking, I managed to dig some conflicting info at
http://www.cplasia.com/events/ff2000quake.html
which says:
Both players must decide on the map, from the list of tournament maps, before they proceed for each duel match. The players will have to report their agreed map to the tournament director before the tournament commences. If both players cannot decide on the map within 5 minutes from the scheduled match time, the map will be randomly chosen by the tournament director through a dice roll.
which basically means the map will be randomly chosen after all.

yeh, they changed the rules. A refresh of the page will do the trick if you don't see anything different.
